Township Manager Keith Metts’ response to ICCA question concerning the possibility of making Indian Creek a “No Solicitation Allowed” community:
Note: According to the Township’s website, door to door solicitation is not permitted before 9 a.m or after dusk.
From Keith Metts:
”The ability to go door to door to solicit has been upheld by many courts in Pennsylvania and in federal court.
There is nothing the Township can do to prevent door to door sales if the person is properly licensed and complies with the ordinance. The individuals soliciting sales must have a Township-issued Solicitors Permit. Details on that are available on the Township’s website at:
www.hampdentownship.us under Peddler/Solicitor Permits
If a person approaches a homeowner, the owner should ask to see their permit. If not presented, walk away/close the door and call the police
If the civic association owned the streets in Indian Creek, which it does not, it could prevent solicitations. Since the streets are public streets, the civic association can’t take any enforcement action either.”
Sincerely,
Keith B. Metts
Township Manager
Hampden Township
